Women's Quota Law: Rahul Gandhi Questions Delay, Link to Delimitation

A political debate has intensified in India concerning the implementation of the women's reservation law, with Congress leader Rahul Gandhi challenging Union Minister Kiren Rijiju over the conditions for its enforcement. Mr. Gandhi questioned why the Nari Shakti Vandan Adhiniyam, passed last year, was being held up and linked to the complex process of delimitation, calling for its immediate and unconditional rollout.

During a recent exchange, Mr. Gandhi reiterated the Congress party's long-standing support for the legislation aimed at reserving one-third of seats for women in the Lok Sabha and state assemblies. He expressed dismay at the perceived three-year delay in its operationalisation, arguing that tying its implementation to a future census and subsequent redrawing of electoral boundaries was an unnecessary impediment. "Implement the 2023 law. Without any conditions," he asserted.

The Union government, through statements from various ministers including Mr. Rijiju, has maintained that the law's provisions can only come into effect after the next census and a subsequent delimitation exercise. This process involves redrawing parliamentary and assembly constituencies based on population changes, a constitutional requirement that precedes the allocation of reserved seats.

The Nari Shakti Vandan Adhiniyam, 2023, received parliamentary assent in September last year, marking a significant legislative step towards enhancing women's representation in India's political landscape. While widely supported across the political spectrum, its practical application has become a point of contention due to the specified preconditions.
